You are correct, the focus has to be on generating quality content and then followers will happen. It feels like a trap however because you are doing the work to generate the content, but can't generate any revenue without the followers and you don't know how long that process of gaining 100 will take without pushing. I do like the fact that seeking 100 followers requires community engagement and learning to interact (just like this)
